Until someone more knowledgeable jumps in. I would suspect it's the GEM, which handles the body computer stuff. Ford did have another module, but I'm not sure the HEC module stayed around with the CAN upgrade.
I'm not entirely sure about anything beyond '07 myself. I do know that the GEM went away at least by '04. It was replaced by more function specific modules like the Vehicle Security Module (VSM) that controls door locks, keyless entry, the keypad and stuff like that, and others.

I'd guess that you're looking for either the VSM or the RAP. I also believe I've read on FTE that programming PATS keys requires two other PATS keys, or it has to be done by the dealer.
2 keys to program a third is a security feature, that way little johnny can't dube a key and steal your vehicle that easily. Most all manufactures and programmable key securities should work along the same lines.
I don't know about the RAP, but in the earlier versions the VSM mostly handled door locks and dome light functions (particularly in 2002 which I had an issue with). Kind of like a keyless entry computer.
thanks. I know there is a seperate module that mates with the key transponder when both keys are lost. I tried to get a Helm manual but they were out of stock
