front crank seal issue

I've had my t. cover off twice and replaced the seal both times. Because it is the '75 block, I do not have the pins to position the cover and seal on crank. I use the v. dampener for placement. I also install the sleeve over the v.dampener end. I have used two v. dampeners, thinking maybe one was bad. But still I can not stop it from leaking.

Seal was lubed prior to installation. Silicone was applied to keeper groove to prevent leakage. I've never had such probs with a seal before, and wonder if I am missing something. I use the Felpro kit.

is it leaking through the rubber, or around the seal by the cover?
