2000 5.4 Starting issue.

2000 5.4 Starting issue.
For some reason on a cold start when I go to crank the ignition over the starter clicks like the battery is dead, but as I hold it for about 15 seconds it starts to crank and then fires up. I am getting 13.6 at the battery and I think a bad ground would probably not get fixed by holding the key in the start position. It seems like an issue with the starter which has given me problems in the past, or possibly the terminals. My truck is a 2000 5.4 E4OD 4x4, anyone experience something similar or have any ideas what might be going on?

clean all the terminals on the starter and i would check the grounds also. make sure the battery cable to the starter is not cut or damaged, it sounds like you are not getting enough voltage to the starter.
