I don't know if it's 4mph or not, but yes.

A series of warning messages begin to be displayed when there's around 1000 miles worth of fluid remaining in the DEF tank. There's really no excuse for allowing it to run out.

I'm sure the speed cap wasn't the idea of any of the manufacturers, but rather a mandate from the government.

until your sensor starts acting up... how many threads have there been about quirky gas gauges? At least I can still drive if my gas gauge is reading empty...

The DEF gauge is separate from the fuel level gauge.

Its not made like the fuel gauges of the past. It is designed to show you that message at that point. When you get within a certain distance, the message will change. It will give you caution messages at closer intervals the more you drive. When you run out, it will give you 1 reset for emergency drive to get a refill. Then you'll go to idle only. You'll have ample warning before you get to that point.

Yeah I could be wrong, as us GM guys are behind the times as far as getting any 2011's. An instructor told me this in a recent duramax class so I was just going off that. I will be in his class again thurs and friday so Im gonna pick his brain on the topic.
