If you don't need much capacity, old military ammo boxes work great. Stick a screw through the bottom to keep it in place. Inexpensive, waterproof and MUCH more durable than plastic.

You can get diamond plate ones in AL or SS if you want not all are plastic. My experience with them is one you have to drill holes in your truck (which I hate doing) I over loaded them on my work truck and busted the hinges guess they where not made to hold chains and big sockets. I'm sure there is a weight limit listed on them I just never saw one.

I still want a box that goes up under the bed in all that wasted space between cab and wheel well between the outside and inside sheet metal.

They don't swing out and cost a heck of alot more, but you could look at these:
UWS - Fenderwell Boxes - Truck Boxes - Blue Series

They would be alot tougher.
