I'm pretty sure that you're increasing the points relative to the canned tune (lock should already be lower than unlock), so you should be able to increase both the same amount of MPH.
Do you know if your Edge supports data logging (like the Gryphon)? If it does, it might make it easier to visualize where you're locking and unlocking.

I adjusted the TC 4th gear unlock up 8 mph, and the TC lock 4th gear up 5 mph, i hit a hill to try it and the RPMs still dropped to around 1100 and 40 MPH before it unlocked. It should have unlocked around 48 MPH. Now im stumped.
