1991 f150 E4OD 2wd doesn’t shift automatically and no 1st

Just purchased a 91 f150 with the 351w and the E4OD trans. Truck only has manual 2nd and when put into D only has 3rd and that’s it, I have to shift manually between 2nd and 3rd. Truck also doesn’t have 1st when put into that selection.

overdrive switch is also lit up but has no change when pressed. Could be a bad switch I believe.

trans fluid level appears to be correct and doesn’t smell burnt.

I am getting code 67 and replaced then neutral safety switch, pretty positive it’s not wrong because the truck starts in neutral and park.
I am beginning to think it’s the ECM as it was changed in 2004 and maybe it could be for a different trans?

Additional info

I’ve searched a couple other threads, some went to the ECM like I said I feel like is wrong, others just end and they say they figured it out without an answer so it’s a little frustrating.
Truck only has about 160,000 on it I’d say and it’s in good condition, someone put headers on it but didn’t hook up the O2 sensor, I don’t think that would cause it.
could the wrong fluid cause the transmission problems? I’m thinking I can get to the bottom of this without dropping the pan, I’m hoping that can be my last resort.

The problem is that the solenoids are not being powered. You've described what happens when the transmission is not connected to the PCM.

so most likely the pcm is correct for the engine it just most likely was replaced with the wrong transmission pcm, possibly for a AOD?

I will update this thread, plan on hitting up a pick n pull to find an ECM/PCM for a 5.8 E4OD.
