Any leaking? How's the PS fluid look?
Sounds like the pump is failing or you have a sticky valve. I don't know where the valve is but it should work just fine at idle.
How big & sticky are your tires? That can add a significant amount of resistance.
Are you using the brakes at the same time? How is the level and condition of your brake fluid? Our steering uses a hydro-boost system, where the steering & brake systems are somewhat combined.
Tires definitely make a difference. When I went to 35" Mt's, turning the tires on dry pavement wasn't gonna happen. Flushing the system out and replacing with mobil 1 and filter made a big difference, but it still wasn't enough to "cure" it. Did the same to my '01, and you can turn the wheel with one finger on dry pavement. It has 34" at's on it. Just didn't seem to do much with my '00. I assume the '00's pump is giving up.
Check the air pressure in your tires. Low tires will increase the turning resistance as stated above.
Flush out the PS pump and hydroboost system and install synthetic ATF. This will make a difference, but it might not be enough. With some it cures the problem completely, still others it doesn't.

yes using brakes, but it does it with brakes off too.
I've never driven a PSD with smooth, powerful steering at a full stop. Folks here claim such things, but as far as I'm concerned, they're as rare as unicorn tears.

True, but a flush with synthetic tranny fluid. along with making sure the tires are aired up, will make a difference.
