Dealer will install them is my guess. Either they are in the way for transport or they allow the dealer/customer to choose what bumper they want. I know in rural areas I'm familiar with, almost all the trucks would have the heavy duty dia plate step bumpers installed by the dealer. These would have the dealers name made into the bumper in large letters, anyone else remember these?
The factory rear bumper was a pricey option. Most dealers ordered them without bumpers.
Customers could buy aftermarket step bumpers for about half the cost of the factory and they were identical.
On 4x4s, Ford would install as standard, a ridiculous small size tire with a on road tread pattern. The option for a mud and snow tire was so expensive that most folks took their new 4x4 truck to the tire store and had larger mud tires installed for much less cost than the Ford options.
