I've been chasing an odd problem for a while. I tried to start the engine, and because of the upper reservoir drain problem I have to crank the engine longer than usual. Anyway, after many years of dealing with this, I recently had the starter continue to turn after I released the key. I had to grab a handful of wrenches in a hurry and disconnect the batteries to make it stop. What I've learned since is that I can reconnect the batteries and everything is fine, but as soon as I turn it over the starter keeps going. The same thing happens if I use the key or jump the terminals on the relay (mounted on the passenger side fender well). From what I can see there is the upper relay on the fender and another relay mounted to the starter itself. I replaced the upper relay with an OEM part with no change in behavior. FORD will only sell the lower relay as part of a complete starter replacement for $250. Before I plunk down that kind of money on a hope that it fixes the problem I'd like some thoughts from the smart folks on this site.

Mine did that once, the starter was on the way out anyway and that finished it off.
New from an awesome starter shop in my area $170 (Farm-use of course), and now it starts like brand new.
There were metal pieces falling out of the drain hole when I took it off.

OK, the new (reman'd) starter and solenoid solved that problem. Now it just won't start. I plan to replace the cam position sensor, which could be why it didn't start when the starter burned out. I think I've read here that the 95+ CPS is trhe same as the 94 but a fraction of the price. True?

Never heard that, but i could be wrong. I think they are the same thing. Cost around 25 bucks.
I used these #'s to search on e-bay & found a CPS pretty cheap. These #'s come from the Navi-Star Catalog as a direct cross over. Plus some of these #'s are the Ford parts #'s.:

The top # is the Navi-Star (International) part #, I don't know about the middle one, the bottom one is the Ford parts' #.
I seem to be chasing a string of problems. I replaced the starter and solenoid, which fixed the original problem described in this thread. Now it turns over but it still won't start. I replaced the cam position sensor and still no luck. I tried adding oil directly to the upper reservoir (it's been draining down for years), still won't start. Any thoughts on what to try next?
Check the filter bowl,is it full? And your full pressure,should be at least20psi at the shrader valve. If all that is ok then pull valve covers and check UVC harnesss'. If ok then get a friend to crank it while you watch for oil squirting out the injector spouts. If any don't have oil coming out you may need orings.
