Front brake rotor won't tighten up

Hi all,
I've got a 2005 F-150 Super Crew 4X2. About 4 months ago I was laid up with a back injury when it became audibly evident that my truck needed a front brake job. I normally do my own wrenching, but not with a bad back. My son-in-law, who is a pretty good wrench himself was between jobs and school and needed a little extra $$ so I "hired" him to replace the front rotors and pads. He's a good guy and I trust him completely. He did the job, no problems noted, everything seemed well.
Last week I took my truck in to have new tires put on it at a Tires-Plus. They said that my front rotors were not properly torqued on and there was a slight wobble. They showed me and sure enough the front tires would wobble about 1/8 to 1/4 inch top/bottom, side-to-side. They would not re-torque it...liability reasons I'm sure. I never noticed a problem while driving it and still don't. I called my SIL (lives 600 miles away) and he says he torqued the rotors to 295 inch pounds with brand new spindle nuts just like the book says and didn't notice a wobble. I took the wheel off and I too torqued it to 295 inch pounds and it still has that wobble. I even put a pipe on the breaker bar and probably over torqued the heck out of it and it still has the wobble. It drives like there is no issue at all.
What's going on here? I don't have the old parts to verify...the SIL got the rotors, pads and spindle nuts from Advance Auto. Is there a possibility he got some slightly wrong parts or is there another issue? I might have 4K miles on since the brake job. I'd rather not replace the rotors and nuts just yet if I can help it. Any ideas? Thanks.

it is foot pounds not inch pounds

Foot pounds?!?!?!? Really?!?!?! That's a lot! Even with the 3 foot cheater bar I doubt I even got close to that. What do the real mechanics use to torque them on with?

one other thing....make sure that the spindle nut was not re-used....they can only be used and torqued up once

I used a 4 to 1 multiplier and a regular 1/2" torque wrench when I replaced mine. You may have purchased some with inferior bearings and they are going bad. Ditto on using new nuts. Dorman # is 615-170 an look identical to the OEM at about half the cost. I prefer NAPA or Raybestos premium or performance rotors. They should have US made bearings in the rotor, at least last year they did.

I just did mine 295 foot lbs is correct
I got the rotors at ford Om parts bearings made in USA. my wrench goes to 170 lbs
drove it to dealer and they set them to 295 lbs no charge
