Absolutely nothing whatsoever. All of the differences are simply in a different PCM program for Police service.

so instead of getting a tune, could i swap something out of the cop car into my truck to get that tune? sorry im new to this newfangled car computer stuff

And he's wrong. There are still limiters in place for RPM, and even for speed.

No. Crown Vics use a totally different PCM and the programming is nowhere even near compatible. Go get a custom tune,and be done with it. Even the Police tunes can be drastically improved upon by the aftermarket.

They are speed limited to 123 and 129mph IIRC due primarily to the driveline, two different speeds for the two different rear gears available 3.55 and 3.73. Since they are all automatics they are also rev limited if nothing else purely based on the speed limiter but they are definitely rev limited in any gear. No manufacturer in their right mind is going to make an engine that you can simply "blow up" by over reving it due to now limiter.
I am fascinated by the misunderstanding of CVPI's. On the power train side they are crownvics with a different tune, dual exhuast and lower rear gears. The real differences are in some of the suspension and all the interior modifications.
