1990 e150 tilted wheel

1990 e150 tilted wheel
I have 1990 E150 with the steering wheel tilted up to almost horizontal, it doesn't have a tilt wheel actuator lever, is there any way to adjust it back down to a more normal position without the lever?

It's the turn signal arm!
Never mind, found it on another thread, it was the turn signal arm pushed forward that actuates the tilt wheel. Most other manufacturers have a seperate lever for that.
