Turbo Cleaning Question

Turbo Cleaning Question

I popped my turbo off last night to clean it. I split the turbo and cleaned everything up with the die grinder and a scothbrite pad. I did notice some pitting of the material. My question.... Upon reassembly I put all the vanes back in and laid the unison ring over the vanes. After that I checked to make sure everything is moving freely and it was. However, when I lowered the center section to reassmble the turbo, it is a very tight fit to the ID of the unison ring. Is this a problem? That is how is was when I first split the turbo also, but wouldn't this make if difficult for the unison wring to move? Maybe I don't completely understand the mechanics. I would think the unison ring should be able to move around the center section by hand??? The pic below should give and idea of what I am trying to explain.
