you actually need 25 posts before pms and a sig will work.however you also need to wait for 24 hrs after your 25th post as well.
edit,ok FAQ section says that about just sig.perhaps pm's are different?
"How do I create a signature.
First, you must have at least 25 posts for this option to be enabled. Once you have 25 posts click "User CP" at the top of the forums, then "Edit Signature" on the left. Note that it may take up to 24 hours for a signature to show up after reaching 25 posts. After that point signature changes are instant."
doesnt seem to even say there are any restrictions for pm's:
