Do you mean the OD on/off switch on the end of the shifter handle? The OD is on as a default everytime you shut off and restart the truck. The switch just locks out OD.
First off does the "OFF" light light up when you hit the button? Second how do you know it doesn't work? When you are in OD and hit the button it doesn't down shift? Does it shift into OD from 3rd even with the light showing "OFF"?
When I bought my used truck, pressing the switch did nothing. No light, no lock out of O/D.
Solution was a new switch. VERY common part at any decent parts store. Ask for Ford truck O/D switch. If they have a clue, they'll know what it is. Same switch has been used for years (since early 90's).

When I hit the button nothing happens. The light doesn't light up and the transmission doesn't downshift.

I haven't really looked at the shift lever **** yet to see how it all comes apart, but is it reasonably simple to change that light? And, if the light was out would that prevent the transmission from downshifting?
There is a removable ring that surrounds the OD button. This ring comes off and you can pull the switch out. I figure also the cause is probably a bad switch. You can test it with a multimeter to see if the switch is functioning.
It can be the switch, but it's usually the wiring to the switch.
Take the plastic cover off of the steering column. Inspect the wires where they enter the shifter handle inside the column. The wires break or wear through. You can either replace the shifter handle for about $50 or fix the wires.
