Fuel not reaching engine?

Hi, working on a 1988 F250 I6 2WD 4.9L. She turns over awesome after some work but not its been narrowed down that the engine is recieving no gas. Also, the fuel pump is not recieving power, but we ran a wire to temporarily get it going to try to fire it up but still nothing. What I have found is that fuel will pass through everything to the filter. I can really only follow the fuel line to that point and know what's going on. So from past that point something is going wrong. Any help on what to do whould be appreciatted. Im not a big truck person so try to explain it easily(if thats possible) Thanks!

These older trucks have a complicated fuel system.. particularly if it has dual tanks. There are low pressure pumps inside each tank, a high pressure pump on the frame, and a fuel transfer valve that does the switching between tanks. For some reason even trucks with a single tank still have the transfer valve though it is a simpler version. All of these items have to work right to get fuel to the engine at the right pressure(40psi) so maybe make sure both pumps work and then go after the valve if fuel still isn't making it to the motor.
