i have a problem, i have a 1979 f259 with a 351M engine, ther is 2 green vaccuum looking things on the water intake on the top of the water intake(will post pics in the morning) they appear at one time to have had hoses attachted to them , not sure were they went to. If i could get some idea i would appreciate it, there will be pics to follow. I think this is why i keep failing emission testing?
If so, it's a temperature-actuated vacuum control valve; the EGR and other emissions-
control devices are partially controlled by those things and this could very well be at least
part of why you keep failing the e-tests. There might be a sticker under your hood showing
the routing of the vacuum hoses and all of the associated devices.

a bolt won't work for long anyway, just get the right size pipe plug, they have tapered threads to make the seal where bolts are straight cut and the wrong pitch too
remove the part from the waterpump and take it with you to the local hardware store. in the plumbing aisle you'll find pipe plugs, some black iron, some galvanized, some brass, maybe even PVC. i'd use a brass pipe plug that matches the threads on the vacuum control part that used to be in the waterpump.
you said that you're having problems with emissions, is it because of a visual inspection, or just because the engine can't pass the sniff test?
well if the tune-up parts are all good, firing on all 8... and the carb doesn't have problems leaking gas down the bbls... the most likely cause of failing the sniff is too much ignition advance. what i've done to pass is disconnect the vacuum hose and plug it, then set the base timing as low as i could but where it would still run ok. i got a monster built dual quad tunnel ram Cleveland through the lane that way
