how do you plan on driving it in VA? is it your only means of transportation? if not, then put antique tags on it. they cost you five bucks for life. Dont get the year specific tags cause then there are more stipulations. with the antique tags, there is no inspection, no emissions. you will have to prove to the state that you have another vehicle for day to day driving, they have a form that you have to have notarized(costs ya five bucks at kinkos or ups store). As long as the vehicle is 25years or older then the antique or year specific tags can be used...I have the yellow antique tags on my 79...and on two of my 60's mustangs...
I live in S.W. Virginia (Shenandoah Valley) and it would not be a problem to get that to pass inspection. Are you in Northern Virginia where they do the smog tests? Also, if it is not you daily driver, just get antique tags. It's a one time fee of $50 and you do not need to get the vehicle inspected, but there are some driving restrictions.

i am in roanoke va . have had the truck for18 years ,pretty much been setting due to the difficulty of state inspection. when i bought it some one had switched engines it has an 460 out of an 1973 lincoln .has no pollution controls at all .not even an egr valve
the inspectors ,all different people .tell me that the engine has to have been offered by manufacuer on that model , also you can go newer more pollution friendly, not older ,one inspector said at the very least it needs to have an egr valve and probabley a cataletic converter to pass state inspection ive hade this problem for several inspections in the past and it was always difficult to find an inspector to pass it. which i dont blame them they just protecting themselves.
