It's an E4OD. When the OD OFF light flashes one or more codes were stored in the PCM. You need someone with the right scan tool to read the codes. The parts stores that read codes free can't read the transmission codes. Without the codes you won't know what's wrong.
1996 is a tricky year for those. They are or are not OBDII. I've never had a straight answer on that one. A good independent shop, and of course a Ford dealer, would be able to read the codes.
P1746 and P1748 both mean the pressure control solenoid has a problem. Either the solenoid is bad or the wiring to the solenoid is bad. A few minutes with a meter will show which one is bad.

I had to drain 1 qt out to get correct level. It's been in there for 6-7 mos. not knowing it was overfilled.
The wrong fluid level won't set any of those codes.
