we need a whole lot more info then that... First things first I assume it has power when you turn the key on. If so does the Service Engine Soon light come on and stay on? If so (which im sure it does) you need to fin someone with a code reader that can get the DTC codes off of it. Once we have those #'s we will know where to start. Who ever you have read the codes needs to have a code reader that specifies that it reads PSD codes.

Make sure you have good charged batteries, make sure you have plenty of fuel and oil.
As Nolan said, does the CEL come on and then go back off? What about the wait to start light for the glowplugs?
Then try to start the engine, does it turn over fine without any odd noises, and does it turn over fairly fast? Does it smoke at all after long cranking? black white or blueish smoke?
Answer those questions and we can go from there to help you figure out your problem.
Welcome to FTE. Give us some more info. When did it run last? What have you tried so far? If it died on you, how did it die? Please provide as much info as possible, even if you don't think it's relevant.
since it was in a flood, is it good fuel? have you checked the fuel filter yet. No smoke means no fuel; could be several things. First thing I would check is condition of fuel system . Is the filter good? Is the fuel contaminated?
Second is condition of engine oil; is it full, is it contaminated? does it need to be changed? The 7.3L uses engine oil to fire the injectors so contaminated or low oil may actually keep it from running.
There's a good to chance your issue is electrical, and the AE will allow you check codes as well as monitor live data while cranking to see what items are not acting like they're supposed to. While you wait on the scanner, change every single fluid you can find in the truck if you haven't already.
It would also be a good idea to pull the fuse blocks and clean them up so you don't get corrosion in there.
There's a bunch of wires to the IDM, all of them important. Have you tried pulling the IDM to see if there's any moisture inside? Can you still read the sticker on the door panel or engine to determine the date of mfg? Might be helpful to determine weather it's an early or late 99 as you get further into this.
