What should be the relationship between the oil temp and the cooling temp I read somewhere that the temps should be close together could someone tell me what are the parameters
The oil will be hotter than the water. If the oil gets more than 15* over the water temp then your oil cooler is plugged by the casting sand in the coolant.
The coolant system cools the oil and egr cooler.
The happy water temps are between 170* and 200* for standard driving. Unless you got alot of hills around your area it will be up a little.
Towing you should see 170* to 215* I have been up to 218* water and 230* oil and those temps are still good but they are on the high side.
I have the Insight and see regularly 7* diff between the two. Tranny temps range from 140 (winter) to 165 (summer) without towing. The key is like smokersteve says...consistently more than 15*f , start looking for a new oil cooler.
The big difference between the coolant and oil temp pointed me to the oil cooler. Yes it was full of casting sand. One other thing, when towing in warm / hot weather the cooling fan was running almost constantly even at 60 mph. Replaced the cooler and egr but plugged the exhaust intake of the egr with a freeze plug, Now everything is fine. Added a coolant filter to the system and still caught a good bit of sand in it after 1500 miles. On the third filter now with 5k since the cooler replacement. The second filter was almost clean after another 1500 miles. Luckily no head gasket or other difficulties. Truck is stock except for the plugged egr and coolant filter.
Where are you guys taking the oil temp at? I have a temp probe in the block that usually reads 180* at operating temp. I installed a Tee fitting so that I could have a temp probe off the top of the oil filter cap where the line to the Oil Guard bypass filter comes out. There is constant flow through that line and the oil temp there usually runs about 20* lower than coolant temp.
If you look at the seventh pic down you will see the Tee which has a plug in the right side in this pic. That is where I installed the temp probe.

Okay now not so sure I'm happy. I have 12deg difference and Moyokpowerstroke has 7deg differnece and limit is 15deg. So am I headed for trouble? Should I immediately get a coolant filter or just continue to monitor.

If you're still within factory warranty, you may want to get the new VXCF9 strategy because it supposedly triggers the SES light when the oil temp exceeds the coolant temp by 15 degrees. Then it's a no brainer for the dealer that the oil cooler needs replacing.
I've been trying to get my dealer to replace my oil cooler since last summer, but they have so far put it off. Last summer my oil typically ran 12-13 degrees warmer than my coolant, and the difference exceeded 15 degrees quite regularly when the system was stressed. However, I just had the new strategy installed this week so now when summer hits I can walk into the dealer with the SES light on and say "See? I told you so!" I'm looking forward to it. ;~)

Coolant filter is probably in the top 3 must-do upgrades. Think about it, its cheap insurance. Its $120 well spent.
Anytime is a good time to install a coolant filter. I wouldn't wait. Don't think you will have too many members that even have the new flash, let alone, with the recent nationwide blanket of cold weather...the temps seem to be lower. Not sure you will make it within the 16 day window. I would just ask the dealer to check it...who knows maybe they will rebuild your oil cooler?
