Let's say you found an EEC-IV that works for your application at a wrecking yard for a good price. How/where could you take it to get it tested to be sure it was working properly? Ford dealer? NAPA?

To do the most thorough test, you probably need to take it to the dealer. They use something called the "Rotunda" Tester that check out its entire function.
However, there is a simpler way to determine if it has basic functionality. Since you pulled the EEC computer, did you also pull the wiring harness and all its sensors and actuators? If so, you can hook them all up on a bench and run the KOEO test. If it runs the test, you can be fairly certain that it's working.
