i have a mid-90s ranger and the horn does not work. the fuse and solenoids are fine, when you push the horn you can here it click. dont know what else. where exactly would the horn itself be
unless you have factory cruise it wont have a relay! I went to the parts book at the dealer and the only horn relay was found with factory cruise.
Mine does the same thing, I even put a horn button in and still.... I run FIAMM horns as the factory was so weak, but same problem. Higher RPMS seem to help, one of these days I am going to add a relay and hook the wheel horn up again.
The horn location depends on the year, but mostly they are right behind the drivers headlight behind the radiator support. The older Rangers had a single hot wire going to the horn with the ground being through the bracket attached to a painted surface. Usually the ground is a weak point and you can clean the surfaces and make it work or run a separate ground to the bracket on the horn. Test this failure by grounding the horn bracket with an two alligator clips on a wire while you honk the button. Newer Rangers, have a two wire connection and are more reliable.
