Never heard of this before. You're sure you're in 4HI or 4LO instead of Neutral, right? In between the two is Neutral which will disconnect your transmission from your driveshafts.
If the T-case is in Neutral it would roll when in park. But it would also do nothing in drive or reverse.
If you can go backwards but not forwards in 4HI then something is wrong with your t-case. Don't know the specifics of what could do that, but someone on here might.

shifter is normally in 2H,,pull back into 4H,,next notch is offset to N,,then last is 4L,,,!
If your shifter is in 4x4H,,,and the truck rolls as if in Neutral,,,,something must be Broke!!
I stand corrected,,I just started my truck and looked at the T-case shifter,,,,it is
