A Ford starter will slow down when its about to go out in my experience. Also i had a 400 M that the distributor vacuum advance was stuck advanced and it turned really slow also.
It is easy to jump the selonoid it self and see if the problem is in the cables or batteries or in the selonoid. Do not jump from the battery as that eleminates the hot cable and the selonoid. Jump across the selonoid itself big post to big post if it spins fast you have eliminated the cables and starter if it spins slow you either have a battery or a cable or possibly starter problem. It is uasually a cable problem also if you have a cable problem your battery may have not been charging properly and could be low.
