Make sure the beveled side of the gasket is down. Also make sure you don't have an extra O-ring on the feed...

Not sure what filter or oring you have. But is the bevel on the oring facing up. I would hand tighten and then turn on the key and watch if it is leaking tighten a little more and try again.

Is it leaking around the top of the bowl or down by the drain valve?

where the fuel bowl meets the filter cap, i know the drain is close all the way, is it possible that i was overtightening it?

Yes it is possible but that takes a lot. Just hand tighten and give it a 1/4 turn by wrench and check it.

Which way are you calling down. Are you saying the bevel will go to the bowl or does it go to the top?
