mysterious hole in block - Problem?

Hello,
After picking up my windsor block from the machinist, I noticed an irregular looking hole in the block. Why would there be a hole in this part of the block? Doesn't the timing chain have to be sealed in order to be lubricated? Does it need to be fixed?
This is my first rebuild. I greatly appreciate your help.

Also, assuming that the hole is not an issue, I will continue by painting the block. Apparently this is from a 1984 ford vehicle. Where can I find out which color is appropriate for this year model? Or should the color of the block match the vehicle I am installing it in? Thanks -

To me it looks like a normal oil return drain hole but I`m no an expert on this or your other questions.
