Intermittent Starting Issues

I am having intermittent starting issues on my 92 ford 150 5.8l E4OD Tranny. Most of the time i have to fight with it to get it to start it will only click and not turn over the engine. When this happens and i try to jump the solenoid on the fender wall it doesnt always spark like it isnt completing a circuit. Could this be a faulty starter or should i check the wiring to the starter. I did look at the small wire that runs to the starter and it looks frayed and has some crappy looking spade connections in it.
I hope the experts can help me find out whats going on.

I would start by crawling under the truck and running a jumper wire or screwdriver between the large cable terminal and the small wire terminal on the starter. If it cranks every time that will tell you the starter is not bad.
