Yes. When used in tri-power setups with progressive linkages, it used to be "common wisdom" to remove and plug the secondary carb PV's. It's just wrong, they can't function properly without them.
Most of them also have a spark control valve that looks identical, but is external and on the throttle plate casting. Don't get them switched.
