I have an88 f150 5.0 and im diagnosing a running condition and want to make sure my diagnoses is correct. I just happened to unplug my Iac valve and sometimes it drops about 200rpms and sometimes the rpms doesnt change at all. I cleaned it out and soaked it in carb cleaner to break up the carbon but this didnt change anything. Am I wrong or is it sticking open?

Does yours have a return spring on the plunger shaft? If it does then the truck should die or run VERY slow when the IAC is unplugged. If it is the kind without the return spring then it shouldn't change when unplugged.
Gotta remember that the IAC is driven by the ECM based off of a signal from the TPS. Get a multimeter and test both of them.
Ive tested the resistance at the IAC and also the voltage at the plug and all is checking out ok. ive done the same diagnostic procedures on my 90' model f150 w/ 5.0 and voltage/resistance is the same but as soon as i unplug the IAC it dies imediatley.
Replace the IAC as it is bad.
Do not try to clean an IAC and if you are going to clean the TB remove the IAC first.
There is only one type of IAC that can be cleaned and you have to remove the solenoid from the IAC valve before you can clean it or you will mess up the solenoid. You can not remove the solenoid with most IAC valves so you can not clean them.
