I am new to this forum. I am getting my 05 V10 Excursion tomorrow.
Which is the better option for improved MPG and towing for the money? Everything else is stock right now but will be adding a cold air intake at some point.

I wouldn't spend the $$ on a cold air intake. There's several threads on here, but general consensus is they're not worth the hype or money. If the tuner doesn't give you big enough gains, then you need to work on the gears and exhaust.
What are you towing? What will normal usage be? Unless you're going to be doing a huge amount of towing or in some pretty extreme conditions, you don't need a lot of performance gain. And the best single mod you can make for improved mileage is to reduce the weight in your right foot.

What I want to accomplish most is better MPG on the highway and when towing without losing the pulling power going up the hills.

For what you're doing, I wouldn't worry about a whole lot of mods. Start with the 5-Star tuner. If that doesn't get you enough, then I'd look at a gear swap next (assuming you're equipped with 3.73s like mine).
The tuner should be more than sufficient for what you're towing, but if you just gotta be able to get from 0-60 in less than 6 seconds with your trailer on the back, the gears would be the next big upgrade. Exhaust should get you a little more, but that would be my 3rd priority.

I fell in love with this truck the first time I test drove it. It drove circles around my suburban. We have been looking for one for over a year that was reasonable priced and we finally found one with only 50k miles.
DP-Tuner is an Excellent choice too. Superchips, Hyperjunk, Jet, etc, etc is basically like getting a suit for a 35yo Black Male. Think that will fit as well as a suit done by a tailor that gets some measurements from you?

I'm not sure what that analogy means, but I'm having trouble finding any way that it can be appropriate. Not ready to report it yet, because I may be missing something that makes sense, but I'm not seeing any value here...

Those chips are very generic to just the year and a little more data. It is not tailored to whatever mods you have. It would be like trying to buy a suit with just the age and race of the person. You have to make a lot of SWAGs about the person's dimensions. What information does hyperjunk or superchips use to get you a program? 2000 Ford diesel. Kinda like "Give me a suit that fits a 35 yo Black male." No ht, wt, arm length, leg length, etc, etc. You can get a suit made based on the average dimensions of such a customer but chances are it won't fit well.
i had a gmc 1500 suburban with a 350. and i tow a 30ft #7000 fleetwood prowler. the 'burb was a fine vehicle. but the EX is a towing beast. you notice the difference as soon as you hitch up and pull out. welcome to the club.
