Starter will not even click. Narrowed it down to transmission not finding neutral. Not the neutral safety switch. What else could it be that is allowing the transmission not to find neutral? Thanks.
Is it a standard or auto? if standard it could be the switch on the clutch pedal. If auto try wiggling the shift lever. Have you tried jumping the starter direct?

I don't know where the sensor would be. On my old 97 f-150 there was a range sensor on the drivers side of the trans not sure about yours you might try to turn on the key and jump the starter direct but that is a risk you could damage electronics. have you taken the starter off? could it be jammed?
i think to bypass the neutral safety switch you just use a jumper wire to go from wire to the other. that is all you have to do. Im not sure where the switch is on these trucks though
the swich is located inside the trans on the left side between the megtronics and the case. basicly remove the trans pan and look up at the shift linkage
