I've never heard of that specific mod. I have read articles on using relays at the lights to give more power at the lights and prevent line loss at the lights. Another trick I've seen used is painting the inside of the housings silver to create better reflectivity.

If you are interested in brighter headlights check out Steve Delantys' Tech Article on that subject on this site. I did the modification on my '71 and now my headlights are as bright as all the modern vehicles.
Those LED's are a Commercial product. I sent Email's to two different places that sell LED's, to see if we can make our own.
