obd2 port not working

obd2 port not working
tried doing a diagnostics test and it wont even turn on i checked the wires and it look like some body before i purchased the truck cut a some wires i got no idea does any one have any pics of the under dash of a 2000 f350 so i can see what im missing or know why somebody may have cut these?

Here's a pic and diagram of the OBDII port.
The battery volts is what is supplied via the cig lighter fuse.
The bottom diagram has wiring color code.
I did not take measurements with engine running.
