99 E350 7.3 PSD. It starts fine, but when temps are 35 and below as it's warming up it revs and hisses and revs and hisses and revs and hisses until the motor reaches operating temp. If you try to drive it before the temp gauge reaches operating temp, it drives the same way (revs and then when it hisses it loses power, then it revs and when it hisses it loses power). I took of the cowel and it sounds like the hissing is coming from under the turbo. I can see an arm of some type that moves with the revving and the hissing. What is the problem?
I think a cat got stuck in your exhaust...lol.....No that is normal when cold the ebpv closes most of the way to help warm up the truck faster. This is the flap on the exhaust side of the turbo to the down pipe. Also, I think it is trying to high idle which is normal. If you press on the break the high idle should go back down.
Chris: The RPM's do fluctuate.
Grant: If I touch the brake pedal, even with just my finger, it returns to a smooth idle for a short time and then continues to fluctuate again until warm.
It should go back up after you touched the brake but probably not right away. You rpm's should be pretty constant in high idle. Might try what Chris suggested and see if that helps.
