Sounds to me like its the Idle Air Controller, or IAC. Its a small actuator on the side of the throttle body, two bolts and a electrical plug are all that holds it on. Try taking it off and flushing it out with some carb cleaner, as they do get carboned up and stick. Then blow it out gently with a blowgun. Then lube it up with some WD-40. Be careful and try your best not to damage the gasket. If you do, its not a big deal since you can get just the gasket. It worked on mine for a good while until it totally quit working. Don't bother wasting time with one from the local parts store, they don't work. I tried 3 from Advance Auto, and they did the opposite, not letting the truck kick down from high idle. This is one rare thing where a junkyard part is you best cheap way out. If you want a new one, get one from Ford, which when I priced one was about $98.

I hope that's not the problem, because the one I have is less than 6 months old. Pretty sure I bought it from one of the supporting vendors.
