Yes, it's very common. I like to think it's from fuel spilled on the weather pack connectors when changing filters. The diesel then reeks havoc on the wires themselves as far as their rubber coating. But to answer your question, yes, seen it alot.
So common that IH sells an IPR pigtail to replace them.
Not sure about buying the other wires, but the fuel heater/H2O sensor doesn't need to be there anyway. Yanked them from my truck 8 years ago...
Mine melted and I didn't even know it till I removed the bowl to put in elec. fuel. I removed all the bowl wires then had to cut out the melted and resolder the wires back together
