my search ability just failed me, but I recalled some guys having the same problem and they fixed it by filling in the tee (just the guage leg) with JB weld and then dilling it out with a tiny bit and that dampened the flutter.

That works good or you can get a fish tank air line adjuster brass thingy and dial it closed to reduce the flutter as well.....
tell me more about this fish filter dial-o-matic outfit. i have the same problem. it has driven me crazy. about 14 or so on up it starts bouncing. tops out bouncing between 19-23.... very annoying i was thinking of making some type of hydraulic damper but that sounds much easier
inspect the turbo. check for play, dusting, the o-ring where the compressor outet meets the intake "Y", lower y boots. also check the map line to make sure there are no splits in it.
When you say performance issues how bad are we talking? How much boost is he building? excessive smoke?
