Turn the key to On 8 times quickly. When the doors lock, you are ready
to program. Hit all the deisred key fobs. Turn key to off. Test.

My wife's 2009, works enough differently that we are checking with the
dealer. Will post that procedure when we figure it out.

The procedure should be listed in your owner's manual, if you don't have one you can download online for free. I think meeny greeny has ithe site listed in his signature; Big Greenie

Yes, the procedures in the 2009 Manual are correct. Turn the first key to
on for 5 seconds or so, remove it. Put the second key in the ignition and
turn it on for five seconds or so. Then put in the key to be programed.
It will program and the display with note your success or failure. It noted
the failure on mine as the Ford Parts Counter had sold me the wrong
blank. After a trek back to the dealer all was made right.

If you are doing this for a 2009, 2010 Ford with the integrated remote
accesss on the key, the 2008 equivelent key has the correct chip for
proximity programming.

Happy Ford Fixing!
