truck wont start and icpv is low about .24v. icp pressure will only build to less then 100 psi while cranking is a good starting point.
If you remove the ipr valev and the screen is stuck in the pump
if you remove the ipr and the screen is sucked in
if you remove the ipr and the screen has a hole in it

ok. this could be a number of things. could be a bad ebp, bad icp,injector issues, ficm issues or a internal oil leak.
you will need to find out what base oil pressure is when it happens. If base is low you may have a pump headed south.
so far as an ipr vlave it is possible aswell but unlikly the cause.

oil pressure would be suspect if it was long crank
so lets try this.
disconnect icp and see if problem goes away
disconnect epb and see if problem goes away.
try and plug the block heater for 2 hours and see if problem goes away
