fuel tank

so i got my front tank out today and pulled the sender out the ring that hold it in was rusty so ordered a new one 25$! wow did nto see that comming anyway this is what i found

so i checked the rubber piece over and it seemed to be in good shape still not dry rotted or cracked looked new. so i slid it back on and put a tiny hose clap on it could this piece that is only about 4 inches be what makes me run out of fuel at a quarter ish tank? i hope so i would like to not have to worry about running out of fuel at somewhere around a quarter not that i like to run it that low anyway .. but to my suprize it seemed the tank was verry clean inside could it be with the little filter fallen off that all the big stuff has been through my fuel filter

lol i can only hope that when i get to the rear tank it is clean as well so i can see if it is worth fixing only problem is i have not used it since i got the truck because the PO said it leaked and that was about a year ago ...
