You should have a rubber plug in that drain hole for the TC.
Hole is in what is called a bell housing.
The part name of it is = "PLUG Converter Access"
The Ford base part number is = 7N171
By the way a E350 and a Super Duty are two different vehicles.
A E350 is a van type and a Super Duty is a truck type like a F450/550.
The most of the parts will not interchange.

Besides Fords Super Duty for the van (motor home type) is the F53.
And a F53 sure is not an E350.

Just look at the VIN number in the the 1999 Ford shop manual and you have a Super Van not Super Duty. There is not a listing for Super Duty in the Econoline Shop Manual.

While I'm not arguing about the VIN codes in your service manual -- I've got S31 - "Super Club Wagon". I can even live with the Super Duty badging as a marketing ploy. What confuses me is the fact that I ran the VIN decoder from Ford and they listed the S31 code as "Super Duty". You'd think that Ford Corporate would get their tools to read consistently to prevent such confusion.
The VIN decoder from Ford should have used the information from the Ford shop manual so if it says something different than the shop manual they need to fix their decoder.
The shop manual and diagrams sheets from Ford is what all the repair manuals copy from. It is the only source of information that the other manuals and on-line web sites use as in ALLDATA (aka Motors Manuals) and the other manuals you buy at book stores or auto part stores.
Yes it does sound like they are using Super as marketing ploy.
