Sounds like you've verified that piston at TDC agrees with TDC on timing marks, so the timing actually is OK.
When you checked the fuel pressure, it sounds like you checked it at idle, and pulling off the regulator vacuum line shows the regulator is working. However if you only checked it at idle, then you haven't verified that the pump can maintain pressure while the engine is consuming fuel.
Can you attempt to drive it while measuring fuel pressure?
Also even if there are no codes, I believe even the 89 ECU supports KOEO and KOER tests and possibly "wiggle" tests also. IF your Snap-On scanner supports those, they may reveal something.
all fuel pressure is in check. i have went through everything you can think of.
what doesn't make sense is, if the rotor is pointing at #1, down on the crank it should be lined up with 10. it's no where even close to any marks on the crank with rotor at #1. just doesn't make sense.
The marks aren't on the crank, they are on the harmonic balancer. And that is made of 3 parts, the inner part keyed to the crank a rubber part glued to that and an outer ring with the marks on it glued to the rubber middle part. Rubber can tear, glue can fail, and keys can break.
I thought you'd measured TDC from the piston though, ignoring the timing marks.
When my 460ci played up once... Number 3 exhaust port would glow red, i had a mechanic check it out and it turned out to be the Roller rocker was loose- not tightened correctly and my timing was alittle out.........

i know the marks aren't on the crank!! i was just saying looking down at the crank. thought maybe the balancer did slip, i might switch it out.
I did pull the cover off. the timing chain i used was from Jegs and it's a jegs brand i believe. I has 9 key ways on the gear and marked 0A and 2A 4A and so on. I have it set on 0A and the piston is all the way up on compression. looking at the marks on the cam to the crank gear the cam gear looks like it's off a half tooth. i would think they would line straight up. what gives
the balancer did slip. fixed it!!. the crappy thing is i have another issure now. it ran fine after we fixed the balancer and all day yesterday. on my way home it started cutting out on me. i was just driving in 4th gear and just started jerking when i gave it more gas. 3rd gear will kinda do it if the rpm's are low. just weird.
