Modular is a nickname for the plant where the 5.4 & the 6.8 are made. It's not the engine that's modular. I believe the plant is modular because it is able to be reconfigured quickly to make one engine or the other.

This is the first time I've ever heard of either the Romeo or Windsor plants being named the modular plants. The engines are just as the definition of modular is. The 6.8L is a 5.4L with 2 more cylinders, the 4.6L is a shorter deck 5.4L, there was even plans to make a V6 from the V8's but that didn't develop. The 4.6 and 5.4 share as many components as possible, although not blocks and the 6.8L shares as many as possible as well.

You are almost right ,The engine it self is considered modular as it's configuration can be augmented with some times only a program change to the CNC machine. All this means is your 5.4 v-8 can be made into a v2 v4 v6 v10 v12 and so on. And be run on the same assembly line, sometimes at the same time! A better name would be flex manufacturing.
