last week i asked about not being able to get codes out my 88 f150 4.9 with a cheap code scanner ,well i took it to a garage and the guy couldn't get them either.start the truck up and his scanner would come on but with the truck off and key on scanner has no power .anyone have any ideas what could happening. we checked the plug with a light tester nothing and then a volt meter still nothing.thanks in advance for the info

What wire has power on with the engine running?
One of the wires that could have power is the Fuel Pump Coil to pin # 22 of the computer and if it has power the fuel pumps are not running. So how is the engine running with no fuel?
If it does not have power with the key on and the engine not running then the EEC Power relay is not closed or the fuel pumps are running with the engine off. That would mean a bad Power Relay, Ignition Switch or no ground on the small black wire with a green stripe at the NEG (-) post of the battery.
We will not address the part that the fuel pumps are running with the engine not running at this point.
In other words what you are saying can not happen with power at pin #6 of that plug.
The other wire that may read power sometimes is the CEL wire. It has power with the light off and no power with the CEL on.
There should not be any power on that plug with the engine running and there should be power with engine not running with the key on.
It would have power with it running as the CEL should be off and no power on it with the engine off and key on with the with the CEL on.
The last wire is a ground wire and it has no power at any time.
So as I said above there is no wire there that is a power source.
