pcm strategy might make it idle higher with cold oil, but the relay swap and glowplugs have nothing to do with it. your truck's pcm has no idea what teh plugs are doing. it simply tells the relay to turn on or off.
you have also been keeping it plugged in to get it to start up lately. i know when its really cold my truck will idle at probably 800-900 rpms until it starts to warm up some and my GPR hasn't worked for the last probably 2 years!!! haha. gotta love texas!! try unhooking the batteries for a little while though and hook them back up after about 30 minutes and see what happens, but that probably won't change anything..
Its probably the EOT. when you plug in your block heater not only does the coolant stay warm, but so does the oil. started my truck this morning and looked at the idle rpm and it was close to 900 rpm and it was like 45* maybe outside???? maybe 50*.. i'm not sure but it was kinda cool outside
