i have a 87 f150 302 4spd, i started it up yesterday and went to the store and i left it run outside the store, when i came back the truck wasent running.
i noticed that i could not hear the pump in the front tank running.
i had a similar issue about 6 months ago, where the wires were loose on the inline pump, and the truck stalled, so thats what i was thinking happened again, i played with the wires but they werent loose.
my question is if the pump in the tank failed, should i be able to hear the inline pump?
would this also be a fuel tank selector problem?

Yes the High Pressure pump on the frame would still run unless it shored and took out the fuse link coming off the battery side of the starter solenoid.

No the fuel tank selector has nothing to do with the High Pressure pump on the frame.
still wont start, i got that if the fuel pump in the tank isnt working the one on the frame rail will run.
what about vise-virsa, if the one on the frame isnt working will the one in the tank work?

That depends on why the one on the frame is not working.
If it is not working because of no power to it then most likely there will be no power to the boost pumps either.
No power to the frame pump can be caused by:
1. a tripped Inertia switch.
2. a bad fuel pump relay.
3. open fuse link.
4. bad wiring under the relay socket.
5. missing small black ground wire with a green stripe at the NEG (-) post of the battery.
6. no ground being furnished by the computer to the fuel pump relay by a bad computer or open wire.
7. no power being furnished to the coil of the fuel pump relay by the EEC Power Relay.
8. no power on pins 1, 37 & 57 of the computer.
9. no ground on pin 40 & 60 of the computer.

The selector valve is lined up to the selected tank by pressure from the running in tank selected boost pump.
It will then be locked to that tank until the other tanks pump runs.
Can it keep the frame pump from running, no but if the frame pump does not get cooling fuel from the selector valve it can burn up and stop.
The selector valve can get plugged up and stop the flow of fuel like any other item before the frame pump.
got it running thanks, i had a what i thought was a new relay cause i had this problem before, so i had an extra one, and it didnt work. i thought it was something else, well i went to autozone and got another relay and it works
