hooked up a vac guage. need help deciphering

i tested the shifter switch and it tested fine. oh well i can still drive it for now.
going to change the rad cap, thermostat, and coolant to see if i can get the truck to warm up. the guage shows it's only getting to the first mark and the upper hose only feels warm
