Battery itself should be on the high side of 12v, closer to or even slightly over 13v.
If it has removable caps take them off and connect the charger, set it to 10amps, turn it on. You should see lots of small bubbles rising in each cell shortly after the charging has begun.
If one (or more) of then cells take a very long time to start bubbling, or you see very few bubbles say just one every few seconds/minutes, or you see no bubbles, the battery is shot.
If the fuel pump is staying on all the time then either the fuel pump relay is bad (I know you replaced it), the PCM is bad, or pin #6 in the diagnostic connector is being grounded somewhere. Have you taken a good look at that wire to see if it's rubbing against the frame somewhere?
fuel pump stays running when it shuts off i stood by the rear tank and it stays on the entire time.
